When the Voters Speak

WHAT HAVE VOTERS SAID ABOUT EXPANDING GAMING BEYOND
BLACK HAWK, CENTRAL CITY AND CRIPPLE CREEK?

From 1992 through 2003, voters rejected seven geographic expansion measures at rates of 70-80% including those in 2003 and 2014. The following graph illustrates a sample of those voter results.


Amendment 3 Would have allowed casino gaming in 13 additional Colorado towns including Trinidad, Walsenburg and Leadville.
Amendment 4 Would have allowed casino gaming in another 14 Colorado towns including Burlington, Sterling and Lamar.
Amendment 5 Would have allowed casino gaming in Parachute, Colorado.
Amendment 9 Would have allowed casino gaming in Lower Downtown Denver.
Referendum C Requires local voter approval before a casino can be moved into a given community.
Amendment 13 Would have allowed slot machines to be located at public airports and for casino gaming in Manitou Springs without a local vote.
Amendment 18 Would have allowed casino gaming in Trinidad, Colorado.
Amendment 33 Would have allowed slot machines at four Colorado racetracks. 
2014 Voters overwhelmingly (70.23%) voted down an initiative to expand gambling to additional areas outside of Black Hawk, Central City, and Cripple Creek.
Amendment 68 Would have allowed horse-track operators to add casinos in Arapahoe, Pueblo, and Mesa County.
Amendment 77 Strengthened the authority of voters in Central City, Black Hawk, and Cripple Creek to control gambling operations in their communities.
